Dr. Kai Spratt

Senior Regional Gender Advisor, USAID Regional Development Mission/Asia (RDMA)

Dr. Spratt has been working in the field of gender equality and development for more than a decade, supporting USAID projects in gender analysis, developing and monitoring gender sensitive indicators, and training of mission staffs and implementing partners to implement USAID’s 2012 Gender Equality and Female Empowerment Policy, the Countering Trafficking in Persons Policy, the US Government Strategy to Prevent and Respond to Gender Based Violence Globally and the US National Action Plan for Women, Peace and Security. She has been the Senior Regional Gender Advisor at RDMA since March 2017 where she provides technical support, capacity building and mentoring on gender integration to mission teams throughout the Asia region. Prior to joining RDMA she was an independent consultant from 2014-2017 working with implementing partners and donors on gender analysis and training. From 2011-2014 she was the Senior Gender Advisor for the Asia and Middle East Bureaus Technical Services Office where she supported Bureau and regional missions to complete gender analysis for CDCS and project designs, conducted gender integration training, and mentored mission gender advisors and staff. From 2001-2011 she worked with a number of implementing partners including JSI as the Gender Team Lead for USAID’s HIV flagship AIDSTAR One Project, the Futures Group (now Palladium) Policy Project, and Jhpiego, as the Director of the Center for Excellence for HIV/AIDS.

Dr. Spratt is a behavioral scientist with a BSC in Nursing from Catholic University of America and a MPH and PhD from Johns Hopkins University Bloomberg School of Public Health. She is an avid birdwatcher and hiker and will go almost anywhere to see paintings by Caravaggio.
