Since 2017, Frank Hoffer has served as the Executive Director of ACT. Before joining ACT he worked for 20 years at the International Labor Organization as an expert in social dialogue, wage policies and labor standards. In the 1990s, he served several years as Labor Attaché at the German Embassy in Russia. He holds a PhD in Economics and has widely published on social policies and industrial relations.
